2008 Modified Rules

The purpose of the following rules is to provide a guideline that will ensure the safety of the participants and create fair and equitable standards for conducting Modified competition events.

These rules apply to each competitor, owner, mechanic and crew personnel.  All participants are expected to know and comply with these rules.  Ignorance of the rules is not an acceptable excuse for non-compliance.

NOTICE:  For the 2008 Season Raceciever brand radios will be required for all modified drivers.  Radios may be purchased for the wholesale price of $150.00 until May 1st.  After May 1st the radios will be sold at the retail price of $179.00.

 

SAFETY EQUIPMENT:

MANDITORY: Rules apply at all times car is on track. Snell-rated SA2000 or SA2005 helmet required.  Roll bar padding required in driver compartment. SFI-approved full fire suit required. Fire retardant neck brace, gloves and shoes required. Driver-side window net required, minimum 16 inch by 20 inch ribbon or mesh style, and must be mounted so latch is at top front of window. Minimum three-inch wide SFI-approved five-point, single release, safety belt assembly required (Y-type shoulder harness not allowed), must be mounted securely to roll cage. Belts that show excessive wear or weather related damage, will not be allowed. Kill switch required within easy reach of driver and must be clearly marked ‘OFF’ and ‘ON’.

RECOMMENDED: Fire retardant roll bar padding, head sock, underwear, head and neck restraints.  Collapsible steering shaft. Belts to be no more than one year old.
 

FRAME: 1964 or newer OEM perimeter American rear-wheel drive passenger car frame only. No sports car frames. Frame must be full and complete, cannot be widened or narrowed, and must be able to support roll cage on both sides, exceptions are: weight jack in original center line of spring tower allowed; frame may be cut a maximum 36 inches forward from center of rear end housing; horns may be removed in front of steering box; front crossmember may be notched and boxed for radiator and/or steering clearance; maximum seven inch wide opening in side of spring tower for spring removal. Maximum two inch wide by four-inch tall frame stiffener may be welded directly to outside of left side frame rail. Minimum wheelbase 108 inches, maximum 112 inches, both sides. Maximum overall width shall not exceed 78 inches from outside of tire to outside of tire. No part of frame can be lower than four inches from ground except front crossmember.
 

ROLL CAGE: Must consist of continuous hoops, minimum 1.75 inch O.D. tubing, with minimum wall thickness of 0.095 inch for main cage, frame-mounted in at least six places, low carbon or mild steel recommended. Must consist of a configuration of front, rear and top hoops connected by tubing on sides or side hoops. Driver’s head must not protrude outside cage with helmet on. Roll cage must be securely supported and braced with minimum one cross bar in top halo. Foot protection bar required. Main cage no further forward than rear of engine. All bars forward of cage must be lower than hood.
 

DOOR BARS: All driver side door bars and uprights must be minimum 1.5 inch O.D. with 0.083 inch wall thickness. Minimum three driver side door bars, parallel to ground and perpendicular to driver, and welded to front and rear of roll cage. Passenger side must have at least one cross door bar, horizontal or angled, minimum 1.25 inch O.D. with 0.083 inch wall thickness, and one top door bar, minimum 1.5 inch O.D. with 0.083 inch wall thickness. Steel door plate, 18 gauge or 0.049 inch minimum thickness, must be securely welded to outside of driver side door bars and cover area from top door bar to bottom door bar and from rear hoop down-post to five inches in front of seat. Must be visible for inspection.
 

BODIES (see diagram)

1970 or newer American compact passenger car only, no panel vans or station wagons.  Stock appearing front windshield and rear window support unit, painted roll bars are not an acceptable substitute.  May utilize a flat half-windshield, with no wings, mounted to the roll cage.  Mirrors not allowed.  Must have a minimum of three windshield bars in front of driver.  Cowl panel in front of driver can be no wider than cockpit and no farther back than the steering wheel. 

 Firewall and floorboards are mandatory.  Minimum .125-inch aluminum or 16 gauge or .060-inch steel, complete floor is recommended.  All body parts should be recognizable as factory production vehicle.  Fiberglass or metal duplicates of body parts are permitted.  Handmade body parts may be constructed of steel, aluminum, or fiberglass, but should be recognizable as a factory production vehicle.  All cars in competition must have a complete paint job, no reflective doors or quarter panels.  Deck must be the same width, front to rear, and parallel to the frame.  Recommend that lower portion of drivers’ compartment be reinforced with steel or heavy gauge aluminum at the driveshaft area and rear of seat.

Original roof line of vehicle must be maintained.  Must be fiberglass or aluminum full size roof.  Rear roof stiffener no larger than ˝” allowed and must turn down perpendicular to the ground.  No wings, spoilers or any other ground effects are allowed anywhere outside or inside car except rear spoiler and two inch nose fins.  The rear spoiler will not exceed five (5) inches in height and not exceed five and one-half (5 1/2) inches of total material.  The measurement will be from the deck to the top of the rear spoiler.  The rear spoiler will be attached to the deck and will not exceed the width of the rear deck lid.  A maximum of four (4) supports may be installed on the front of the spoiler (see diagram 3 at page 12).  Sail panels must closely resemble examples shown on body diagram and be the same on both sides of car. 

All cars must be numbered with large legible numbers on both sides, on top and rear panel.  Numbers on sides and top of car must be in contrasting color from body, be at least four inches thick and at least 20 inches high.

Sponsors' names must not interfere with car numbers and must be neatly lettered. 

Engine compartment will remain open except for optional engine side panels; hood sides may have maximum four‑inch drop and must be enclosed at rear of hood; maximum hood scoop height ‑ six inches.  Passenger side of deck must be no further forward than rear of block.  Rear of bodies to be solid panel at least eight (8) inches high and include car number.  No panel in front of right door to engine compartment.  No inner panels.  No car covers. 

Engine side panels will be allowed for decal purposes only.  These may not extend past the back of engine block.  Must run parallel with the body of the car, perpendicular to the ground, and must be easily removable for inspection at any time. 

Driver and passenger side windows must have at least 12-inch opening, measured at center of window, between the lowest point at the top of window, whether the roof or roll cage, and the highest point at the bottom of window, whether the interior or body. 

Two nose fins, no larger than two (2) inches tall and no longer than the length of the nose will be allowed.  Must be bent the same side to side.

Door panels may extend past engine block; the top of the door will be even with the back of the block but may gradually slope down, up to eight (8) inches past the block at the bottom.

Tires must be the widest part of the car!  Doors and quarters may not flare out any wider than bottom of tire.  This will be at the Tech Crews discretion.  Tires will be visible from the top down.

DRIVER COMPARTMENT: Must have minimum three windshield bars in front of driver. Lexan or aluminum cowl panel in front of driver can be no wider than cockpit and no farther back than steering wheel. Minimum 0.125 inch aluminum, or 0.060 inch steel, complete floor pan required.  Aluminum high-back seat only and must be bolted in, using minimum 0.375-inch bolts, next to left side frame rail and ahead of rear tires. Bottom of seat can be no lower than bottom of frame rail. Driver must be sealed off from track, driveline, engine, fuel cell, canisters and pumps. Oil coolers must not protrude above interior. Accumulators cannot be mounted between driver and left-side door bars. No driver-adjustable devices allowed while car is in competition except brake adjuster. No mirrors of any kind.
 

FRONT SUSPENSION: All components must be steel, unaltered OEM, in OEM location, and replaceable by OEM parts, exceptions are: tube-type upper A-frames with or without aluminum or steel cross shaft, and mounts can be moved; stamped steel OEM replacement lower A-frames; rubber, nylon or steel lower A-frame bushings, no offset or bearing type; welded or bolted shock mount on lower A-frame. Lower A-frames must be right and left, and of same design. Lower A-frame mounts and bolt holes on frame must be in OEM location. OEM ball joints only. Sway bar must be unaltered OEM.
 

STEERING: No rack and pinion. All components must be steel, unaltered OEM, in OEM location, exceptions are: outer tie rod end and adjustment sleeve may be replaced by a minimum 0.625 inch steel rod end and steel tube; spindles can be ground for brake caliper clearance only; unaltered, OEM replacement spindles only; bolt on spindle savers allowed; steel steering shafts and knuckles only; driver compartment steering may be modified, must be kept on left side. Spindles must be right and left, and of same design. Quick release required - steering quickener and steering wheel may be aluminum. Idler arm, pitman arm, and center link must match frame.
 

SHOCKS: Unaltered Steel Body Shocks Only – Non Adjustable, No Aluminum and No External Schrader Valve Shocks Allowed, one shock per wheel. One additional shock allowed in lift- or pull-bar area. No bumpers or stops. No threaded body, front coil-over, air, or remote reservoir shocks. Front half may be shielded.

SPRINGS: One steel, non-progressive coil spring per wheel only. Steel or composite leaf spring allowed. One additional spring allowed on pull bar or lift bar, may be progressive. Any coil spring must be at least 4.5 inches O.D. No torsion bars, air bags or inner liners.
 

REAR SUSPENSION: No independent rear suspension. All components must be steel. No covers allowed. All trailing arms/link bars must be solid tubing. Rear of frame may be altered to accept leaf or coil springs. Steel coil-over eliminators, or steel or aluminum coil-over kits allowed - must conform to shock and spring rules. One mechanical traction bar (pull or lift, not both). Rubber bumpers allowed only on panhard bar and mechanical traction bar. No sway bar.  Safety chain or cable permitted, frame to rear end housing.

REAR END: Any steel approved OEM passenger car or truck rear end (housing and carrier) allowed. Safety hubs (floater) allowed. All components must be steel, except lowering blocks, axle cap, drive flange. Inspection hole required in housing. Full steel spool, steel mini spool or welded rear ends only. Steel axles only. No quick change devices, or cambered rear ends. One piece drive flange only. No torque dividing differentials. No scalloped ring gears.  No electronic or mechanical traction control devices allowed.  PENALTY - Loss of points for season, loss of monies for that night and possible fine.

BUMPERS: (See diagram) Steel bumpers must be on front and rear at all times and welded, or mounted securely.

REAR: Rear bumper must be constructed of solid square, or minimum 1.25 inch O.D. tubing with 0.095 wall thickness, and – similar to diagram - no wider than five inches outside of rear frame rails. If wider than five inches outside rear frame rails, must be capped and bent forward 90 degrees, or constructed in a loop design. Must have at least one upright, minimum 1.25 inch with 0.065 inch wall thickness, from bumper to fuel cell guard.   If rear bumper comes off during race and fuel cell is exposed, car may be disqualified for safety reasons.

FRONT: Two-bar front bumper must be minimum 1.25 inch O.D. tubing with minimum 0.065 wall thickness (maximum 0.095 inch) mounted frame-end to frame-end, no wider than width of material outside frame horns and with bottom loop parallel to ground. Top bar must be directly above bottom bar, minimum 6.5 inches apart, measured center to center. 

 

TIRES/WHEELS:

ONLY D. O. T. approved McCreary American Racer tires G‑60, KK704, Short KK704 stamped on sidewall or IMCA Stamped Spec Hoosier Race Tire G-60 are allowed.

No chemical additives, softening, conditioning, siping, grooving, or grinding to change the shape of tires allowed.  De-glazing is allowed if it does not lead to the above conditions.  No re‑caps allowed.  

All wheels must be 8” wide steel wheels.  No wide‑five wheel adapters allowed.  Aluminum or steel spacers allowed. 

May use bead lock, on right rear only.  Wheel must be approved wheel prior to use as a bead lock wheel.  External steel bead lock only and it cannot make the wheel any narrower than 8 inches and no wider than 8.75 inches.  Must use steel bolts only.  One foam type or plastic mud cap allowed on right rear only.  May weld three tabs, no more than two inches long, on wheel for mounting of mud cap.  Bleeder valves are allowed.  Left rear inner mud plug allowed.

BRAKES: Brakes must be operational on all four wheels during inspection.  No brake shut-off or pressure sensitive devices allowed.  Proportioning allowed, front to rear only.  Brake lines must be outside frame rails and visible. No extra or unused brake lines allowed.  Car may be asked to pass a 4-wheel skid test or rotor heat difference test.  Front and rear lines may not go to the same master cylinder.  Vented rotors only, front and rear, no scalloped rotors.  Rotors cannot be lightened.  Rotors may be re‑drilled for different bolt pattern or larger studs.  Must be steel, approved OEM calipers, and they cannot be lightened.  Minimum OEM dimensions must be maintained for hubs, rotors, and calipers.  No titanium products, parts or components allowed anywhere on race car.  No gun‑drilled, tubular or hollow bolts or studs anywhere on car.

EXHAUST:  Round tube headers only. All primary header tubes must enter directly into one collector at same point at end of header. Schoenfeld mufflers, Spec 63030 or 63535 are required.  NO INSERTS ALLOWED. All exhaust must go through mufflers, two per car, one per header. No merge collectors. No exhaust sensors.  NOTICE: Loss of a muffler during a race, may lead to disqualification for said race.
 

FUEL SYSTEM: Mechanical or belt driven fuel pumps only, they may be front or rear mounted. Racing fuel cell required, maximum 32 gallon capacity, must be in minimum 20 gauge steel container. Cell must be securely mounted behind rear axle, between rear tires, minimum of four inches ahead of bumper, minimum of ten inches above ground. Must mount with minimum two solid steel straps around entire cell, two inches wide and 0.125 inch thick. All cell mounts must be steel, securely welded to frame/cage. Protective tubing must cover rear and extend past both sides of cell. No part of cell shall be lower than protective tubing. Fuel cell vents, including cap vent, must have check valves. If fuel cell does not have aircraft style positive seal filler neck/cap system - a flapper, spring or ball type filler rollover valve is required. Pick-up must be on top or right side of cell.  Pick up cannot be underneath fuel cell.  Limit of one fuel filter. No cool cans. Air cleaner top/stud cannot direct air into carburetor. One naturally aspirated two- or four-barrel carburetor only. No adjustable throttle bore carburetor spacers.
 

FUEL: Gasoline or alcohol. Racing fuel allowed. NO performance-enhancing additives. Upper cylinder lube allowed with alcohol only.
 

WEIGHT: Minimum weight limit of 2,450 pounds, no tolerance, after race with driver in car. No weights and/or loose objects in driver compartment, above interior deck or outside body. Weights must be securely mounted to frame or roll cage and painted white with car number on it. Must be attached with at least two 0.5 inch bolts. NOTICE: Loss of a weight during a race, may lead to disqualification for said race.  No titanium, magnesium or carbon fiber products. Only carbon fiber components allowed are rock guard and hood scoop. No gun-drilled, tubular, hollow bolts or studs. Steel fasteners only.
 

BATTERY/STARTER: One battery only, must be securely mounted and shielded.  All vehicles must have the capability of starting without being pushed or pulled.  All cars must join lineup on demand, unaided, or go to rear of that race.  Starters on rear of bellhousing, optional.

GAUGES/ELECTRONICS: No unapproved cameras, transmitting, timing retard controls, or digital gauges (including tach). No electronic monitoring computer devices capable of storing or transmitting information except analog tach. No adjustable ignition control boxes. Only one 12 volt ignition box allowed, must be out of driver’s reach. No additional ignition accessories allowed. Only change allowed to ignition box is one high-end rev-limiter setting. This setting can be changed through one chip only, or an internal setting inside box. No magnetos. No electronic traction control devices.

TRANSMISSION/DRIVESHAFT:  Must have at least one gear forward and one reverse, plus a neutral position.  With motor running and car in a stationary position, driver must be able to engage car in gear and move forward, then backward.  OEM production type transmissions will be allowed ‑ three speed, four speed or automatic.  No five speed transmissions, 'in and out' boxes, or quick change devices allowed.  Functioning shifter must be in stock location on transmissions manufactured after 1995.

All manual gear‑type transmissions must have a standard OEM case and must have a working disc‑type or approved cone-type clutch inside explosion‑proof steel bell housing. 

Automatic transmissions must remain in OEM stock appearing automatic case.  Original bell housing must remain and must have an approved scatter shield or blanket.  Scatter shield may be constructed of quarter‑inch by three‑inch steel, 270 degrees around flex plate or flywheel. 

Internal clutch racing transmissions are allowed with any type of bell housing.  Flywheel scatter shield suggested on aluminum bell housings.

Drive Shaft: Minimum 2” diameter steel drive shaft required and must be painted white. Steel slip-yokes only. 360-degree drive shaft loop required and must be constructed of at least 0.25” by two” steel, or one inch tubing, mounted six inches back from front U-joint.

ENGINE COMPARTMENT: Rear of engine (bellhousing flange) must be mounted at least 72 inches forward from centerline of rear axle. Engine offset must be kept within two inches of centerline of front crossmember with engine level. Minimum 11 inch engine height from ground to center of crankshaft. Radiator must be mounted in front of engine. Cooling system may be modified. Overflow tubes must be directed to ground between frame rails.

 

ENGINE SPECIFICATIONS: Any American make engine allowed.  23 Degree steel heads ONLY.  Steel block and oil pan required.  After market blocks are allowed including, GM Bowtie, Ford SVO or Chrysler W blocks.  Beginning with the 2009 Race Season a 410 Cubic Inch limit WILL BE ENFORCED.  Roller cams are allowed.  NO aluminum blocks or heads are allowed.  No crank triggers. All engines must be able to be used in conventional passenger car without alterations. Engine mounts cannot be removed or altered. Castings and fittings must not be changed. No machine work allowed on outside of engine. ‘Wet’ sump oiling system only.  No dry sump oiling systems allowed.  Oil accumulators shall not be mounted between driver and left side door.  Radiators must be mounted in front of engine.

 

ENGINE CLAIM:

To be eligible to claim, you must be a registered Hollywood Hills Modified Driver.  $500 and swap on first place main event winner only.  Claim is in effect only during the regular season at Hollywood Hills Series points paying events.  $25 of this will go to wrecker for pulling engine. 

Claim does not include ‑-- flywheel, clutch, pressure plate, bell housing, headers, carburetor, starter, motor mounts, sending units and switches for oil pressure and water temperature, carburetor adapter, fan and pulleys, clutch ball, clutch arm, throw out bearing, dip stick, water pump, fuel pump, distributor, plug wires, external oil restrictors (must furnish plugs), water outlet and restrictor, valve cover breathers. 

First place finisher must report directly to claim area and is subject to engine claim by any other driver in feature that has not been lapped.  Failure to report directly to claim area will result in disqualification and loss of money and points for first infraction (engine is still claimable).  Driver allowed one claim ONLY per event, regardless of outcome of that claim.  In case of multiple claims on same engine, a drawing will be held to determine which driver gets the swap.  Should the first eligible driver withdraw his claim, the next qualified driver will be allowed the engine swap. 

Driver making claim must drive his race car immediately after finish of feature, under its own power, directly to claiming area.  It is highly recommended that only involved drivers and officials be allowed in claiming area. 

Claims must be made to the track or Hollywood Hills Modified Tech Official immediately after end of feature race, and swapped engines must be completely removed within one hour from time claim is made and driver agrees to swap. 

Claims must be made to the track or Hollywood Hills Modified Tech Official, and $500 cash must accompany declaration of intention to claim. 

Only driver may claim engine and only driver may agree to sell or refuse to sell engine. 

Refusal to sell forfeits all cash and contingency winnings for feature.  Any driver refusing to sell engine loses points and monies for that night and must pay $500 to Hollywood Hills Modifieds for track modified points fund before they can race again.  His or her winnings will also go into the track modified points fund. 

Once an engine claim has been made and accepted, the engines are not to be started, under any circumstances.  The cars are to be pushed to the area where removal will take place.  Any driver starting a claimed engine will be immediately disqualified from that event and will be suspended from all Hollywood Hills Modified Series events until a $500 fine is paid.  All claimed engines must be removed from cars at the track. 

The cylinder block may not be altered in such a way as to prevent it from being used in a stock application.  Stock approved OEM components must be able to be immediately used in their stock location.  Any sabotage discovered to a claimed engine will result in driver being suspended from competition for 30 calendar days and until $1,000 cash fine is paid to Hollywood Hills.  Drivers are to be held accountable for any sabotage discovered while pulling the engine, and will be responsible for any and all penalties as a result of any sabotage.  The claim will be disallowed and the money returned to the claimer. 

No driver may claim more than two engines during current calendar year. 

Claim is in effect on opening night for all eligible drivers and driver must have been at track on opening night to be eligible to claim second night of season.  Following that, no driver may claim unless he/she has competed at that track the two previous consecutive events.  

No one driver may claim any other one driver more than once during current calendar year. 

A disqualification will not affect a legal claim.  The engine will be pulled and transferred prior to any penalties being assessed. 

Unsportsmanlike conduct during the claim procedure, or while pulling the engine, will result in an immediate $100 fine to the tracks modified points fund.

EXCEPTION:  Anything deemed not within the spirit of the rules by the Tech Team or Hollywood Hills Officials will not be allowed.
 

Hollywood Hills Speedway Officials in conjunction with the Modified Officials/Tech Committee, will have final authority in all matters pertaining to the interpretation and enforcement of these rules.

In no way will the rules be interpreted to allow a car to be constructed or operated in an unsafe manner that poses a danger to the operator, spectators or other competitors.

Drivers who repeatedly have or cause problems may be required to start at the rear of the line up until they can demonstrate safe trouble free handling of their vehicle to the satisfaction of the competition director.
